Possibly look in /var/lib/misc/dnsmasq.leases for details.
DNSMASQ could run a program when lease records change last time I dug into this - look in the config file for an option for dhcp-script (or scripts) - it gets called when a new record is added, ends or deleted IIRC This would be my preferred way just in case the file structure changes.
More details may be in the man file or at https://thekelleys.org.uk/dnsmasq/docs/dnsmasq-man.html
Remember that lots of systems now mask MAC details by generating random addresses at connect time or every day or so - this may make your data pointless or baffling.
Note I have zero idea how to do this under Network Manager![Crying or Very Sad ]()
