In Bookworm, much of the firmware work has been moved into the standard Linux, so many of the config.txt operations you have are no longer relevant and you need to use the equivalent Linux command to achieve the same effect. The new systems are DRM/KMS to set up HDMI and DSI displays, and use Wayland instead of X11 for higher level operations like rotation.

There is some information on display setup here.

But that is using X11, so you probably need to look at using wlr-randr instead of xrandr.

I really need to write a whitepaper on moving to Bookworm.
