IIRC bluetooth has the PAN (Personal Area Network) profile. That gives you an IP network over bluetooth. It's been years since I've used it and I have no idea how to configure it on Linux.So you are ruling out cabled Ethernet. I understand, that's not portable.
You are ruling out 'WiFi' wireless. Although you have experimented with it. Not sure why you have eliminated it as an option.
That only seems to leave Bluetooth. I don't know how to implement a web server over BT.
I also have no idea whether it's still available with BLE.
