What's the contents of your /etc/NetworkManager/NetworkManager.conf? That has some bearing when using default values.

This is mine (from the Pi running the bridge, obviously):

As far as I know that's the default one that ships with RPiOS Bookworm.
On the Pi4B content is the same, for info maybe when I did some installs:

On the Intel Atom board, the whole [device] section is not there. The file is from 2017, I was not aware that it is so old. It has no onboard wifi. For the Pi4B I have Wifi disabled in config.txt. On the Pi4B, only 1 RJ45, but 5 VLANs, they all have there on master bridge. If a start a VM hooked to such a bridge, all is going without any special setting.
