Thank you both for your answers. The bottleneck seems to be the SD card. I purchased a Kioxia Exceria card and Ubuntu Mate 22.04 works much faster on the Raspberry Pi 3B now.
I downloaded a small program to test the write/read speed of the cards:
a) The original white/grey SanDisk with Ubuntu Mate 16.04 on it: Write = 7.64 MByte/s, Read = 33.2 MByte/s
b) All black Sandisk with exactly the same specifications printed on it: Write = 7.03 MByte/s, Read = 17.3 MByte /s (this is a big suprise)
c) Kioxia Exceria: Write = 27.4 MByte/s, Read = 46.0 MByte/s.
None of the cards had the A1 printed on them. Thank you for telling me about it. My future cards will have that specification for sure.
