I don’t recall all the funny details and I don’t know if this is still current, but running a micro-AP virtual interface in addition to the regular interface had quite a few limitations.

In your case, I surmise the network wlan0 connects to uses a channel other than 11.

- The virtual interface can’t be created unless the interface is idle or in use in client mode
- AP and client must use the same cipher, e.g. wpa2 for both
- AP and client must use the same channel, and AP can follow in case the client changes channel
- AP on the virtual interface must be started first. Only then can the client interface be started
