Is there any documentation or code that shows how to do all this? Bringing up pcie and using xhci on top of that looks like a complex task...

for pcie, take a look at other projects that already do it, like linux, circle, and u-boot
for xhci, the official docs are freely available online

It does not crash the system. However, as you explained, it is not connected to the usb ports.

i havent fully mapped out when it does and doesnt crash things
and turning on the broadcom xhci may also enable parts of the dwc

but if you want the dwc to be properly functioning, you need to set dtoverlay=dwc2 and then connect your usb device to the usb-c port
